Planning Position.
Planning permission was granted on 23rd December 2023 under reference number 19/00310/FUL for the erection of residential development (over 3000 homes), village centre (Use Class 1, 2, 3, 8), formation of open space, landscaping and associated infrastructure works with, (in principle) employment land (Use Class 4, 5, 6), community campus and primary school. The housing element of the application was granted in detail with some other elements granted in principle. The Durieshill site is allocated for housing development and other uses in the currently adopted Stirling Local Development Plan.
Barratt / David Wilson Homes have a planning application which has been approved by Stirling Council pending conclusion of S75 under reference number 24/00772/FUL . This application can be described predominantly as a ‘plot substitution’ proposal which means that the house types consented in detail under the previous application will be amended for new house types from the Barratt and David Wilson range. All other elements of the previously approved masterplan will remain broadly unchanged.
The following is a summary of the proposals:
- 543 homes are proposed as part of the current application. This represents the first phases of housing development on Durieshill.
- All the proposed changes are within individual housing plots H, J and M. No changes are proposed to strategic open spaces, spine roads, primary roads or other land uses beyond these housing plots. There are some changes to secondary roads and their access points within the housing plots.
- The locations of the affordable housing units within the plots have been changed. However, the policy requirement (25% of all homes require to be of affordable tenures) will be met in full across the application site plots H, J and M as a whole. The total requirement across the application and wider masterplan site is 25% (as set out in the 75 agreement).
- Housing densities will remain consistent across the application site.
Works on Site.
The Infrastructure Delivery Plan:
The works proposed are significant in terms of scale and complexity. The developer is investing significantly in this large scale and exciting project to allow a high quality new settlement to be created. The developer will endeavour to keep all disruption as a result of construction activities to a minimum.
all construction dates are indicative and subject to possible change.
- The developer intends to commence works on the widening of Cadgers Loan and Roman road mid-May 26 with access from Roman Road to Plean country park available from 16.03.26. This will include road widening and the formation of active travel routes including dedicated cycle routes and footpaths. The work will require a series of road closures to facilitate the proposals. Cadgers Loan road closures should become effective from circa late August 2025.
- Earthworks commenced October 25 with a target end date of July 26.
- Plotwork commencing on pods June 26 with house build commencing September 26.
- The access plan shown below illustrates a detailed indication of the works proposed. Please note all dates are indicative and subject to possible change.
- Cadgers Loan – Now opening fully 25th May 26
- Roman Road - Road closed from Cadgers Loan junction to West Plean from wc 25.05 until late August 26.

Cadgers Loan and Roman Road will be closed from w/c 25 August for 20 – 22 weeks, allowing the site teams to widen the road and form active travel routes including dedicated cycle routes and footpaths.
